TriMet, the Tri-County Metropolitan Transportation District, serving Washington, Multnomah, and Clackamas counties in Oregon, is a leader in open source technology. They still use ESRI desktop applications, but they are using open technologies, including PostGIS and OpenLayers, to power their web services.
